(A) Education — Post of Assistant Surgeon — Recruitment of candidates — Non-signing of declaration column in the application form — Effect of — Held, as per the instructions given to candidates, failure to fill all the columns will render the applications, liable for rejection — Insistence of signature has its own significance — Non-signing of the declaration column has rendered the particulars furnished, unauthenticated — Any such non-signed application is not valid — It is imperative for the candidates to furnish full information as required — In the absence of proper authentication, the applications are liable to be rejected.
(B) Education — “Prospectus” — It is a piece of information to the candidates — Prospectus is binding on the candidates as well as on the State.
(C) Constitution of India (1950), Article 226 — Education — Rejection of applications, due to failure of candidates to adhere to the terms and conditions of instructions — There can be no modification/relaxation of the conditions by the Court in exercise of powers under Article 226.
