“A petition seeking the appointment of an Advocate Commissioner to prove the market value of the property without even framing any issue with regard to the value of the property is different from a petition seeking the appointment of an Advocate Commissioner to inspect the property with the help of a P. W. D. Engineer to determine the value of the property for the purpose of fixing the fair rent by submitting a report before the Rent Controller.” “A subsequent sale of the property would not disentitle the landlord for fixation of fair rent for the period upto the date of sale."
