(A) Tamil Nadu Private Colleges (Regulation) Act (XIX of 1976), Secs.10, 18 and 19 — Tamil Nadu Private Colleges (Regulation) Rules (1976), Rule 13 — Petitioner-teachers suspended — Later suspension order revoked — But Directorate of Collegiate Education directing petitioners not to conduct classes or sign the attendance register — Held, Petitioner-lecturers not Government servants though deemed to be public servants — The College committee alone can initiate disciplinary proceedings against teachers/lecturers — The Government or the Directorate of Collegiate Education have no such powers — The impugned direction cannot be sustained.
